Sorry Druchi dass mich gerade wieder dein Post zur Antwort treibt, aber denke du weißt mittlerweile wie es zu nehmen ist 
Also a) Banner in den Gardisten ist schlichtweg Verschwendung. Wieso sollte ich einer Einheit einen 2+ Retter geben (den ich mit weißer auf 3+ erhöhen kann und durch billige Gegenstände es gegen Magie auf 2+ bekommen kann), wenn ich es einer Einheit geben kann die garkeinen Retter hat (Silberhelme, Löwen, Schwertmeister, usw).
Dem Post von Araris kann ich auf ganzer Linie zustimmen, das deckt sich auch aus den Ergebnissen aus meinen Spielen bisher und was man so liest.

Das Banner ist zu stark gegen DoC: Nein
Das Banner ist in Kombination mit dem Rest des neuem Buches zu stark: Nein
So, nun zu warum, deswegen hier ein paar Beiträge englischsprachiger User, die den Kern ziemlich treffen:

" I had my first really decisive moment with the BotWD today.
They got hit with a Nurgle Magic missile... I announced the banner to my opponent, who grumbled a bit. I described the full effects to him. He grumbled a bit more and kept playing. Two turns later, my Lions had a good round of combat and had the option to pursue a fleeing unit. Doing so would expose their flank to a unit of Skullcrushers. I decided to go for it, relying on the banner. I pursued, ran down the unit, got those VP. My opponent, despite the fact that I had notified him of the banner earlier, charged the Crushers into the Lion's flank. The Lions not only held effortlessly, but won the combat and actually broke the Skullcrushers.
Two things here:
-He had the option of avoiding the unit, because he knew it was there. Instead, he tried to rely on his own too-cheap-for-their-effect unit to try and tie me up, because that had worked for him every other team he'd fought High Elves. He learned an interesting lesson... One of his strong units couldn't necessarily kill something by fighting it. WHOA, revelation!
Players need to understand that you can't kill everything in the game. Many armies have dealt with this for years. YEARS. Multiple books, multiple editions. Welcome to the game that everyone else is playing.
-My second thought: Now I know how the Ogre Gutstar, Dark Elf Shadestar, WoC Chosenstar, VC Grave Guard Deathstar, Empire Knightstar, and pretty much everything in the Daemon army each felt at the height of each of these unit's powers in the last decade. I've never played an army with that kind of mindless, easy mode play before. Gotta say, this sh*t f*cking rocks. Damn I've been missing out.
In case you didn't get it, that's sarcasm. Yeah, sorry, High Elves have a good option for building a strong unit too. I'm not going to feel bad that it exists, especially when opponent's choose not to use basic fundamental brain power to try and find solutions. I know it's not always easy to work around, but plenty of armies have been doing it for a long time.
Daemons, sorry. Bummer. But given that High Elves had no real hope of beating an Irongut Star last book because we were so dependent on magic to win combats, I don't really feel that bad because playing keepaway from one big monster block is just part of the game sometimes. We adapted back then. You guys can too, until your local comp system bails you out by giving you back your easy mode"

Most important thing to remember is that White Lions and Swordmasters have lost their rerolls. This is extremly, extremly important to remember when considering the strength of "the Banner".
For starters, it works usually as Loremaster Cloak. Which is ok for 50pts.
Matchup analysis vs Daemons of Chaos:
Without Banner, DoCh player approach any way he wants, any time he wants from whatever angle he wants. DoCh player by definition wins all fights with Plague Beasts, Plague Drones or Plaguebearers, Bloodletters, Keeper of Secrets or Lord of Change, which is 90% cost-wise and 80% model-wise precentage of a daemon army. No High Elves unit is able to hold it.
With Banner, you have a combat block worth circa 450 pts which at least partially slows the DoCh player's advance. Funny thing - 6 Skullcrushers or 8 Demigryphs do exactly the same job. Also, they cost the same. Since several armies are entitled to have such unit, I see no reason to disallow HE to have such a unit vs certain matchup.
Matchup analysis vs Warriors of Chaos:
See above. Works exactly the same.
Also um ein Fazit zu ziehen: Alles ausser Dämonen dürfen sich eh nicht beklagen. Gerade Dämonen die damit am meisten Probleme haben werden, sollten die Füsse eigentlich auch still halten, da gerade diejenigen durch die Bank durch in allen Sektionen den perfekten Konter zu Hochelfen (und zwar egal welche Liste er spielt) stellen können und zwar mit einer einzigen Variation *applause*.
Deswegen ist mein persönliches Urteil (das auch nur meine Meinung wiederspiegelt) dass das Banner so wie es ist gut ist (ausser vllt bischen zu billig) und die Beschränkungen gut getroffen sind.
*Edit: Ich les gerade oben noch mit Imps & Kanonen gegen Phönix und Banner. Hier soll der HE bevorteilt sein? Ernsthaft? Kanone>Frostphönix, Banner= gerade mal egal?
